form the subject of an exchange of notes and would be

out of place in the agreement; he was opposed to any

suggestion of Consular precedence for the Commissioner

(as kr. ze had vaguely suggested to me), and proposed

that in the exchange of notes it should be stated that

the Commissioner be accorded such precedence as the GoT-

ernor should determine having due regard to seniority

(see my despatch Number 1469 of vetober 17th). I instrue-

ted kr. Ingram to endeavour to obtain

Daze's concur-

rence to the Governor's amendments.

r. Ingram subsequently reported that ir.

laze was proceeding to Hongkong on the 20th of vetober

with a re-draft of the agreement dated October 7th con

taining certain amendments desired by the Chinese Author-

ities, to the printed draft dated September 26th, which

I had forwarded to the Governor (see paragraph 3 above).

These amendments appeared to be matters of detail which

did not affect any general principle, but Mr. Baze

desired an expression of my views on them before his

negotiations/
